He holds a postgraduate degree in Public Administration from Tsinghua University, China, and brings over 15 years of experience in managing education sector programs across Pakistan, East Africa, and the Asia-Pacific region. His expertise spans project planning and management, sectoral planning, and program evaluations. Throughout his career, he has led large-scale service delivery programs focusing on areas such as Early Childhood Care and Education, foundational literacy and numeracy, large-scale assessments, education financing, and community-driven accountability initiatives. His previous roles include positions with ASER Pakistan, Pakistan Coalition for Education, Adam Smith International, Planning & Development Board, School Education Department at the Government of the Punjab, and the PAL Network.

Atique ur Rehman

ECE Curriculum Specialist

Atique ur Rehman is the ECE Curriculum Specialist for the Punjab Human Capital Investment Project (PHCIP) with over 17 years of experience in education and development. He specializes in Early Childhood Care and Education (ECCE), Foundational Learning, and Content Development. Atique holds a Master’s in Education from Aga Khan University and an Australian Endeavor Executive Education Fellowship from Monash University.
He is certified by Harvard Kennedy School in Education System Development and by UNESCO, UNICEF, and GPE in integrating Early Childhood Education into sector planning, with additional certification from the World Bank on Teacher Policy.
His expertise encompasses Sector Education Planning, Teacher Training, and Curriculum Development. Atique has played a pivotal role in delivering technical guidance, strategic planning, and improving education outcomes through collaborations with international agencies like the World Bank, USAID, DFID, CAI Inc., ARI, AKF and AKDN. His work focuses on enhancing learning outcomes using data-driven strategies and effective policy development.

Ghulam Dastgeer

Monitoring and Evaluation Specialist

Ghulam Dastgeer is the Monitoring and Evaluation Specialist for the Punjab Human Capital Investment Project (PHCIP) at PMIU-PESRP. He holds a Master’s degree in Economics from Quaid-e-Azam University, Pakistan. With over 11 years of experience, he specializes in designing, implementing, and leading monitoring, evaluation, and learning systems for projects funded by donors, including the World Bank and FCDO. His expertise includes developing robust M&E systems, conducting qualitative & quantitative assessments, and utilizing digital tools for data collection, analysis, visualization, and reporting, as well as managing field teams across diverse cultural settings. His previous roles include positions with IMC Worldwide, CERP, SEBCON, AAN Associates, and APEX Consulting. During his tenure with leading consulting firms, he has contributed to over 15 M&E assignments, including surveys, evaluations, and third-party monitoring for organizations such as UNDP, UNODC, UNICEF, UNFAO, UNOPS, UNWOMEN, UNWFP, ILO, Save the Children, PMDFC, IFES, AKFP, Ecorys UK, and Chemonics.

Nasir Mehmood Joyia

Procurement Management Specialist

Nasir Mehmood Joyia is the Procurement Management Specialist for the Punjab Human Capital Investment Project (PHCIP) at PMIU-PESRP. He holds a Master of Business Administration (M.B.A.) from the Commonwealth of Learning (COL) in Collaboration with Allama Iqbal Open University Islamabad, L.L.B from BZU Multan, and Training Certifications in Public Procurement from World Bank, LUMS, MPDD, UN-IFAD and other Public Sectors. He has an expertise Career Span of more than 17 years in the fields of Public Procurement where he has led large-scale donor-funded project procurements with focusing experience on the areas of Procurement Strategic Planning and Forecasting, WB-Portal STEP Management, Negotiations, Bid Competition, Supplier Management & Procurement Operations etc. He has extensive knowledge of World Bank and UN-IFAD Procurement Regulations & Guidelines and PPRA RULES. His previous roles include positions related to Procurement and Contract Management with World Bank funded Projects of SED, P&D, Tourism, PDMA, UN-IFAD other Public Sector Institutions.

Muhammad Akhtar Mirza

Social Mobilization Specialist

Akhtar Mirza is Social Mobilization Specialist for the Punjab Human Capital Investment Project (PHCIP) at the PMIU-PESRP. He holds a Masters Degree in English Literature and Education having over 35 years of experience in managing education sector and Social Mobilization programs across Pakistan.  His expertise spans Project Management, Social Mobilization, Training, Content Development and program evaluations. He has experience of working for mobilizing the communities for Educational Development traveling in divergent demographic areas of Punjab, Sindh and Balochistan. Throughout his career, he has led large-scale service delivery programs focusing on areas such as Early Childhood Care and Development, Inclusive Education, Community Development, Assessment. His previous roles include positions with National Rural Support Programme (NRSP), Islamic Relief Pakistan, Idara-e-Taleem-o-Aagahi (ITA), ASER Pakistan and Education Department Government of Punjab. He is also a member of Human Resource Development Network (HRDN), Pakistan Alliance for Early Childhood (PAEC) and The Englishers International.

Waseem Asghar

Financial Management Specialist

Waseem Asghar is serving the Punjab Human Capital Investment Project (PHCIP) as a Financial Management Specialist. He holds a master’s degree in Business Administration with a specialization in finance. For the last 18 years, he has been actively managing the financial management of various foreign-funded (World Bank and ADB) public sector projects. Earlier, he worked with the Planning Commission, the Higher Education Commission, Urban Unit Punjab, and the Provincial Disaster Management Authority Punjab in a similar capacity. He has a thorough understanding of donor guidelines, public sector accounting standards, and government rules for managing the finances of public sector organizations. His major areas of interest include budgeting, planning, financial management, financial reporting, internal controls, and audit.

Mahmoona Ashraf

Environmental and Social Safeguards Specialist

Mahmoona Ashraf is working as Environmental and Social Safeguards Specialist for the Punjab Human Capital Investment Project (PHCIP) at PMIU-PERSP. She holds a postgraduate degree in Environmental Management with distinction from the University of the Punjab,. Her key expertise includes environmental and social impact assessments, compliance with safeguard policies, mitigation planning, monitoring and reporting, stakeholder engagement, training, technical knowledge, gender and social inclusion, risk management, regulatory knowledge, and environmental management system. In her current role, Mahmoona upholds World Bank Environmental and Social Safeguards Policies by conducting Environmental Impact Assessments, implementing Mitigation and Management Plans, and Environmental and Social Safeguards monitoring on renovation sites. She has also trained education field staff in gender mainstreaming and gender-based violence, ensuring the creation of environmentally and socially safe working spaces throughout the project.

Aimen Raza

Civil Engineer

Aimen Raza is working as Civil Engineer with PMIU-PESRP School Education Department, he has been instrumental in executed of the renovation of ECCE Classrooms and the restoration of Flood-Affected Schools throughout Punjab under PHCIP.
He holds a Master’s degree in Project Management. With over 12 years of extensive experience, he has made significant contributions to quality control, construction supervision, and project management in various high-profile infrastructure projects. His professional portfolio includes leading roles in pivotal projects such as the Istaru Booni Hydropower Project, the Kachhi Canal Project under WAPDA, the Upgradation of the D.H.Q Hospital in Dera Ghazi Khan, construction of the New Admin Block at Lahore High Court and Construction of additional classrooms and Model schools under FCDO

Nadir Ali

Procurement Officer

Nadir Ali is a Procurement Officer for the Punjab Human Capital Investment Project (PHCIP) at the PMIU-PESRP. He holds a Master of Science in Management (MS) degree from IB&M-UET, Lahore and Certifications on Public Procurement and Contract Management from World Bank (MOOC). He has over seven (07) years of experience in Public Procurement and Contract Management in Govt. and Foreign / Donor Funded Projects i.e. World Bank and FCDO (DFID). He has expertise in handling World Bank Portal (STEP),  PPRA Portal, E-Procurement PPRA, SAP Business One Live etc. Throughout his career, he has an extensive knowledge on World Bank Procurement Regulations & Guidelines, Public and Punjab Procurement (PPRA) Rules. His previous roles include positions related to Procurement and Contract Management with World Bank funded Projects i.e. Punjab Urban Land Systems Enhancement (PULSE) under PLRA-Board of Revenue (BOR), Punjab Education Support Programme (PESP III) and FCDO (DFID) under School Education Department Govt. of the Punjab and other Govt. of the Punjab funded Projects i.e. Punjab Spatial Strategy (PSS) under The Urban Unit and Punjab Population Innovation Fund (PPIF).

Field Officer M&E Wing

Hafiz Saqib Mehmood is working as a Field Officer(Monitoring & Evaluation wing)  for the Punjab Human Capital Investment Project (PHCIP) at PMIU-PESRP. He has done post-graduation in Economics and a Master’s degree in Education as well. With over 12 years of experience, he has worked with globally recognized agencies like the World Bank, British Council, and UNICEF, specializing in project management, monitoring & evaluation, and capacity building. His expertise includes Early Childhood Care and Education (ECCE), mental health training, foundational literacy and numeracy, and large-scale assessments. Hafiz Saqib has also served as a trainer and pedagogy expert, contributing to teacher capacity building, primary education enrollment, and the implementation of the Single National Curriculum (SNC). His work aligns with sustainable development goals, particularly in enhancing education quality.

Dr. Asghar Abbas

Training Coordinator

Dr. Asghar Abbas is working as a Training Coordinator in PHCIP at the PMIU-PESRP. He holds a Ph.D degree in Early Childhood Education from (IIUI), and brings over 21+ years of experience in Teaching, Assessment, Research, Training, Educational material development, and diverse educational practices across the country.
Abbas’s expertise encompasses Professional Development, capacity building, Research & development, system development, quality education, Assessment Evaluation & testing practices of students, Leadership practices in Education, learners’ development in the areas of core competencies, coordination, communication, mentoring, coaching, and training. Throughout his career, he has led large-scale service delivery programs focused on Basic education specifically ECCE), through strong communication strategies, foundational literacy and numeracy, large-scale assessment, and community-driven development initiatives. He worked with SED, FDE, AIOU, BISE, PEC, BRAC, and AFAQ as a teacher, Lead Trainer, Evaluator, reviewer, Resource Person, material developer, research supervisor, and other relevant areas. He has 15+ national and international Publications.

Field Officer for (M&E)

Zafar Iqbal is working as Field Officer for Monitoring & Evaluation (M&E) at the Punjab Human Capital Investment Project (PHCIP) under PMIU-PESRP. He holds a Master’s in Educational Leadership and Technology from the University of Sargodha, and has over 15 years of experience in managing education and health Sector programs nationwide. His expertise includes project management, monitoring & evaluation, coordination, communication, mentoring, and training, with a focus on pedagogical and andragogical methodologies. Zafar has led significant programs in areas such as Early Childhood Care and Education (ECCE), polio eradication, tuberculosis awareness, foundational literacy and numeracy, and education financing. His previous roles include positions with UNICEF-COMNet, DFID UK International, Beaconhouse PDLC, the Literacy & NFBE Department, Special Education and the School Education Department, Government of Punjab.

Research/Project Associate

Muhammad Usman Sohail is working as Research/Project Associate for the Punjab Human Capital Investment Project (PHCIP) at the PMIU-PESRP. He holds a graduate degree (Honors) in Information Technology from Forman Christian College/University, Lahore, and brings over 9 years of experience in Management Information Systems (MIS) Design, Development and execution in Government Departments of Punjab. His expertise in Information Technology includes Requirement Gathering, System Design, System Flows, Liaison with Program Manager and Development team, Writing Software User Manuals and providing training regarding fully executed management systems. During his career, he designed, developed, executed and trained the staff for many Software Systems with his analytical and helpful attitude. His previous roles include positions with The Urban Unit, HUD & PHE Department and PHATA at Government of the Punjab.

Muhammad Arslan Jamil

Project/Research Associate

Muhammad Arslan Jamil is a Project/Research Associate in the Monitoring and Evaluation (M&E) Wing of the Punjab Human Capital Investment Project (PMIU-PESRP). He holds a Master’s degree in Mathematics from Government College University, Lahore, and an M.Phil. in Mathematics from the National College of Business Administration and Economics. With six years of extensive experience in various Government of Punjab, private sector, and World Bank-funded projects, he began his career with the Punjab Human Capital Investment Project in December 2021. He is certified in Data Analytics, including Extract, Transform, and Load (ETL) processes in Power BI, Preparing Data for Analysis with Microsoft Excel From Microsoft, Python for Data Science, AI & Development from IBM, and Data Analytics from Atomcamp. He has been responsible for assignments related to quantitative research and analysis, field operations, training, data analytics, and other education reform programs. Arslan brings valuable knowledge and expertise to his role.

Research Associate (Strategic Wing)

Hafsa Jatoi is a research Associate (Strategic Wing) for the Punjab Human Capital Investment Project at PMIU-PESRP Lahore. She holds a postgraduate degree in Clinical Psychology from Government College University Lahore. She has 7 years of experience in the field of psychology. Her expertise includes diagnostic services, Assessment, Treatment plans, training and coaching of people with psychological and emotional disturbances as well as with special children with different disabilities by using a variety of psychometric tests. she has previously worked with Amin Maktab School for special Education & training centre, Fountain House and also worked as a private practitioner. Her published research covers a title of psychological Distress, Coping Styles and Emotional well being among caregivers of patients with Schizophrenia in Journal of Pakistan Psychiatric Society.

Research Associate (M&E Wing)

Aaqib Qayyum is a Research Associate (M&E Wing) for the Punjab Human Capital Investment Project at PMIU Lahore. He holds a bachelor’s degree in economics from the University of Wah. His expertise includes Quantitative Research & Data Analysis, Monitoring & Evaluation, and Quality Assurance. He has previously worked with SMEDA, CERP, PCSW, and PSWD. His published research covers topics such as factors of food inflation: evidence from time series of Pakistan, the impact of energy use on environmental degradation, the nexus between corruption and economic growth, international trade, the role of dynamic economic policies in achieving economic stability, the causality between industrial development and economic growth, and empirical analysis of the growth-health relationship in Pakistan.

Shahzad Mushtaq is currently working as an Accounts Assistant in the Punjab Human Capital Investment Project (PHCIP) at the PMIU-PESRP. He has over 5 years of experience in managing financial management tasks i.e. fund release correspondence, bookkeeping, vendor payments, pre-audit functions, and supporting internal and external audits.
