Short Term Environmental Consultancy Opportunity

PMIU-Punjab Education Sector Reform Program (PESRP) intends to commission Third Party Validation/Environmental Audit through an individual consultant to assess the project performance in terms of Environmental and Social Management Framework (ESMF) implementation including institutional arrangements, environmental and social monitoring mechanism and capacity building initiatives taken up by the PMIU to date.

The consultant will undertake field visits to assess the effectiveness of ESMF implementaiton, identify gaps, recommends how to improve the gaps and enhance the aspects which are showing results with clearly laid down responsibilities and timelines.

The consultant will have environment related degree and proven track record in carrying out similar environmental monitoring and evaluation work. The estimated numbers of many-days required to complete the assignment are fifty days including desk review, filled visits and compilation of reports etc.

Internal Audit Specialist (IAS)

The Government of Punjab is implementing an Education Sector Reform Program with the assistance of the World Bank to support and scale-up specific interventions to improve education outcomes. The program is a potentially fast disbursing with a focus on performance through a Disbursement Linked Indicators (DLI) matrix and includes TA component to meet DLIs.

The program will be implemented using the province's public financial management system. While the coordination of the program is managed by Program Monitoring nad Implementation Unit (PMIU) the financial management of the program will be under the responsibility of the PFM institutions-Department of Finance, Accountant General and Director General of Provincial and District Audit. Nevertheless, the Department of the Education would take a lead role in formulating the budget proposals and execution/monitoring of the budget.

Job Responsibilities
Primary responsibility of IAS would be to devise a road map, with time-bond milestones, towards establishing a sector wide internal audit function along with capacity building/training of government staff. Candidate would be required to improve upon internal audit practices and control already in place, by utilizing knowledge-base available as external audit observation and the related follow up process. Based on casual analysis of audit observations IAS would, as a top priority, address/develop strategy to prevent recurrence of audit observations. Candidate's mandate will also extend to regular district visits and capacity building activities both at provincial and district levels.

Qualification and Experience

  • Chartered Accountant/Certified Internal Auditor/ACMA/ACCA with at least 5 years experience in industry and/or preferably in public sector;
  • Demonstrated experience of managing the finance of the complex, high value projects;
  • Experience of setting up an internal audit function in an organization or proven experience of being head of the internal audit function;
  • Knowledge of information systems, audit software, security and controls etc.
  • Operational knowledge of international and country financial and accounting management practices including MIS applications;

Remuneration

The following conditions will apply:
