Chief Minister’s School Reforms Roadmap
Ranking of the Divisions/Districts
School Education is a high priority area for the Provincial Government. In order to improve the quality, access and governance of education at school level, the Chief Minister announced a School Reforms Roadmap in April 2011. The roadmap activities involve submission of monitoring reports from every district against various parameters. These parameters which are focused on the attainment of afore-mentioned three objectives, include monitoring of the status and overall functionality of schools; staff absenteeism; student enrolment and attendance; school visits by DTE and respective district’s education administration; provision of stipend and free text books; provision of School Council and Farogh-e-Taleem funds; curbing illegal collection of excess amounts as fees from students; Punjab Examination Commission Results for class 5th and 8th; regular meetings of the District Review Committee (DRC) and District Audit Committee (DAC); existence, up-gradation and functionality of school facilities and quality of school teachers. The data is then submitted at the centralized database maintained by the Programme Monitoring & Implementation Unit (PMIU), Lahore where it is analysed and used for creating district-wise and division-wise rankings which are to be released both on quarterly and yearly basis.
PMIU as the spearhead of this monitoring mechanism has developed a proforma which has been provided to its field monitoring staff. Workshops across all divisions of Punjab have already been held to sensitise the Executive District Officers (Edu.), District Monitoring Officers (DMOs) and Monitoring & Evaluation Assistants (MEAs) to the proforma and to the data collection procedures to ensure integrity and authenticity of all data collected and its timely transmission to PMIU. Further workshops are also proposed at the district-level to apprise respective District Coordination Officers (DCOs) and key members of their management teams regarding the ranking mechanism put in place by the PMIU for successful implementation of the Chief Minister’s School Reforms Roadmap. Active support, coordination and patronage from the office of the Chief Secretary are essential to make this program a roaring success.

I, Muhammad Aslam Kamboh, the signatory of this declaration as witnessed by all EDOs in the great province of Punjab, hereby commit my time and effort to ensuring the realisation of the Punjab Schools Education Roadmap. This initiative is my highest priority and no effort will be spared in achieving the goals of the Roadmap. These goals as of today, have become my own personal goals, and with my commitment to this Roadmap, I also commit the time and effort of my team and all the resources at our disposal.
Should we succeed in this mission, it will be the greatest education victory for Punjab and for Pakistan. It will be the legacy for my children and my children's children.
Without education there is no future. This time we will not fail. I will do my best to make sure of it.
